MORENO VALLEY, Riverside County — October 23, 2026. A homeowner considering a backyard dwelling in Moreno Valley may find sample ADU floor plans online, but plans from an older code cycle are not the last word. The city’s Building and Safety Division states that new applications after December 31, 2025 must follow the codes effective January 1, 2026, adopted under City Ordinance No. 1033. That affects anyone working from an old estimate or construction drawing.

What does the city offer?

Moreno Valley advertises City Standard ADU design choices, including different exterior options and potential patio or porch configurations. These resources may help compare the layout of a future unit. However, they do not substitute for checking what is allowable on a specific parcel or for the final issuance of a building permit.

The permit is more than the floor plan

The city’s online permits guide distinguishes a full residential plan-review application from electrical, plumbing, mechanical, demolition and solar-related projects. For example, a new electrical main-panel upgrade can require separate review; a standard ADU layout does not establish the existing electrical service has enough capacity for a second unit. The city’s ADU documentation also calls for appropriate water and sewer clearance, addressing, school fees and other jurisdiction-dependent reviews.

Check the actual lot and financing rules

Before buying drawings or signing with a builder, ask the city’s Community Development Department about zoning, setback and access rules, current permit checklists, applicable fees, utility clearances and whether site conditions require structural or grading engineering. A low advertised prefab unit price may exclude substantial city approval and infrastructure costs.

Where to begin

The city publishes a forms and checklist directory and identifies its Community Development offices at 14177 Frederick Street. Current Building and Safety inquiries can be directed to 951-413-3350; Planning Division contacts are on the city’s official department page. Use the city’s live portal for the current application process rather than relying on a copied form from a contractor.
